·         Technical Consultant Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software.

o   Developing complex computer systems using Java.

o   Developing complex computer systems using java IDEs such as Eclipse.

o   Programming in the JBOSS Enterprise SOA environment including JBOSS Workflow and Drools Business Rules engine.

o   Programming in SQL and/or PL/SQL.

o   Programming in Spring Framework 3.0.

o   Programming in projects using Hibernate/JPA framework.

o   Programming in projects using Jquery JavaScript framework.

o   Participating as a programmer/analyst in projects using CMM/CMMI Level 3 methods and practices. 

  Description   

 Resources are needed with senior level experience that can provide technical support as well as knowledge transfer to the existing team. The resources will report directly to the Administrative Systems Manager. To ramp up this project team a technical consultant is required to assist the Administrative section of the Department of technology, Management and Budget , and Department of Transportation to re-platform the legacy program management unit MPINS application. The resource will be responsible for migrating and upgrading the systems from a client-server environment to a web-based environment using Service Oriented Architecture (SOA) Java platform. This consultant will provide technical support to Administrative System Section and knowledge transfer to new state junior resources to raise their level of expertise in java development environments.

Test Architect to Expand testing capabilities inside of the Development phase for the application by training developers on the Lisa Test Suite, providing data masking solutions (wherein files will be manually masked), and providing test assets to the QA team.
